一，意义不同。“dedicated to”，奉献...来....。

例如：I believe he was an honourable man, dedicated to the people and his union 

我认为他是个品行高洁的人，一心奉献于人民和工会的事业。

“be dedicated to”，致力于....。

例如：China will continue to be dedicated to international cooperation in this area. 

中国将继续致力于加强在该领域的国际合作。

二，语法区别。

“dedicated to”在句子中作状语。

“be dedicated to”作主谓宾。

三，语境区别。

“be dedicated to” 多用来形容被动的事情。而“dedicated to”主要是主动来做事情。
